Steven Hawkins was born and raised in southern California. He lived in Chile for a two-year period after high school to serve as a missionary for his church where he was able to experience a new culture and learn the Spanish language. After returning home from Chile, Steven married his high school sweetheart, Sally, and moved to Idaho to pursue his further education. There, Steven attended Brigham Young University-Idaho obtaining a Bachelor of Arts in Political Science. During this time Steven became interested in family law and decided to volunteer his time as a CASA representing children who had been removed from their homes due to neglect or abuse. The experience was a catalyst that pushed him to pursue his Juris Doctor at the University of Wisconsin Law School.
While in law school, Steven co-founded the First-Generation Lawyers student organization and served as its inaugural president. He also joined the Wisconsin International Law Journal in a role as Note and Comment Editor. Throughout law school Steven had the opportunity to delve into both family and municipal law. He worked as a clinical law student with the Family Court Clinic, representing mostly Spanish-speaking individuals in their family law matters. He also interned as the law clerk for the League of Wisconsin Municipalities, supporting cities and villages across Wisconsin in a wide array of municipal law matters.
Outside of law, Steven is a food fanatic who enjoys playing sports (especially soccer), drawing and painting, and spending time with his growing family of five.

- Bachelor of Arts degrees in Political Science emphasis in foreign affairs from Brigham Young University-Idaho (2020)
- Juris Doctor degree from University of Wisconsin Law School (2023)
